Shelter to Housing. The transition from relief to recovery to reconstruction within the context of the South Asia earthquake response

The speaker introduced the session by asking participants to consider a series of questions for discussion on the theme 'transition from emergency response to the longer term reconstruction'. He noted that those involved in emergency response and those in development have very different expectations about projects and timelines.In the ensuing discussion, one participant described the coordination process, and the aim of inclusivity of stakeholders. It appeared that creating an environnment in which longer-term development actors can be part of the process would be a positive step.
