Rapid Needs Assessment or Water, Sanitation and Hygiene

A good assessment is crucial to a successful emergency response. A disaster needs assessment serves two primary purposes. First, it will inform the response priorities and plans. Second, it can support the flash appeal for outside assistance should the disaster be of such a magnitude that the humanitarian obligations cannot be met within the limits of budgeted resources. The proposal format given in chapter 7 can be used to form the basis of a flash appeal for assistance. Even when an appeal is not required, the disaster needs assessment will help  emergency response decision makers determine and implement appropriate emergency response measures.
