(FR) Cette étude revient sur les termes du débat sur la localisation et la « teste » à partir des pratiques de terrain. Elle questionne le décalage qui peut exister entre discours et réalité des pratiques ; et elle interroge l’hypothèse qu’une plus grande « proximité » de l’aide au terrain d’action permet d’accroître l’efficacité des projets menés.
(EN) This study goes back to the debate upon localisation and tests it starting from field practices. It put into question the gap that can exist between theory and practical reality; it questions the hypothesis that an increased proximity of aid to the field of action allows to improve the efficacity of the projects conducted.
