Keynote speech

The speaker welcomed the participants to Shelter Meeting 07b. Whilst his work deals with refugees and IDPs, he emphasised that few aspects shape policy more than shelter. He also highlighted the tendency to think about displacement and the long-term solution separately and showed that this needs to change. Specifically, he discussed the land tenure issues and situations when one community is displaced and returns to find a second displaced community who have settled on their land, and the implications for shelter policy.
