International Human Rights Standards on Post-disaster Resettlement and Rehabilitation

In the immediate aftermath of the December 2004 tsunami, the affected countries and their respective governments and civil society organisations had an opportunity to draw upon, and should have used existing humanitarian and human rights instruments to ensure that the dignity of those that survived is upheld. Six months after the tragedy of the tsunami, however, despite tremendous efforts of local, national and international actors, the relief and rehabilitation process is fraught with difficulties.
