No fixed address: housing, land and property issues in a stateless Somalia

How do we undertake shelter and reconstruction programs in countries where land and property ownership issues are understood through customary and religious law? What new forms of ownership, partnership and advocacy can be included in shelter programs to ensure that beneficiaries in fragile states don't miss out? How can we work with donors to fund shelter programs in societies that function without conventional state administered governance systems? Practical examples from recent shelter interventions for drought and conflict effected communities in Somalia explore these questions.
